Problem Note 39353: Java.lang.RuntimeException when inserting headers in SAS® Web Report Studio running in a Russian locale

When running SAS Web Report Studio in a Russian locale, the following error might occur when you attempt to open the Edit Header dialog.
java.lang.RuntimeException: "Align_Center_TextFontPicker.BoldDisabledImageKey.image=??????_????????" is an imageKey that is not recognized by the ComponentPropertyManager. at com.sas.servlet.util.ComponentPropertyManager.getImageURI(ComponentPropertyManager.java:1129) at com.sas.servlet.tbeans.html.Image.getCurrentImage(Image.java:361)
